THIS IS THE INFO I HAVE RECEIVED ABOUT SELLING THE GRIZZLEY BEAR RUG: MANITOBA Possession Permits are $10.00 and Export Permits are $20.00. As far as Import Permits into other jurisdictions, I am not sure. The buyer would have to look into that.... Manitoba Resident: The buyer is must have a possession permit issued to them before the bear can be handed over to them from you. It can not be given to them until they have a permit. It should only be sold to a person who has no intent on selling it or exporting it because we will be imposing restrictions on the possession of the bear – buyer will not be allowed to sell, trade or export it (since it is a protected species). There will be a condition added to the permit that the rug cannot be sold, bartered, or traded without written approval from the Director of the Wildlife and Fisheries Branch. The government does not promote the sale of protected species in Manitoba.

8 No person shall acquire an animal part, whether for the person's own use or otherwise, from a person who

(a) does not have a licence or permit authorizing the possession and sale of the part being acquired; or

(b) is not otherwise authorized by the Act or regulations to possess and sell the part being acquired.

Prohibited trade in animal parts

11(1) No person, including the holder of an animal parts dealer's licence, shall possess, buy, sell, trade, import or export, or offer to buy sell, trade, import or export, any of the following animal parts:

(a) an antler in velvet, unless permitted to do so under subsection (2);

(b) any part of an animal that is a protected species, unless authorized by the applicable permit or if permitted under subsection (1.1);

Other Resident: If selling to someone outside of Manitoba (other province, states, etc), the current owner would have to get an export permit in order to send it to someone in another jurisdiction. However, in order to get the export permit, someone currently would need to get a possession permit to show how it can lawfully leave Manitoba. So the current estate holder would have to come in and get a possession permit, and then an export permit (once you have all of the information of the new owner). The new owner would also have to get an import permit to bring it into their jurisdiction (which would be done in their own area).
